Job Description

MAIN FUNCTION:

Manages the Facilities Department. In collaboration with the System Director of Facilities: plans, organizes, directs and controls the facility management functions of the site, including but not limited to, planning, design, alteration, operation, maintenance, and disposal of plant facilities, equipment, and assets; establishes goals, objectives, and standards of performance; develops and implements operating policies and procedures; interprets policies, standards, regulations and codes; plans daily operations, maintains appropriate staffing, training and supervision. Reports to System Director of Facilities.

DUTIES AND RESPONSIBILITIES:

** 1. Organizes departmental structure and develops short and long term goals and objectives for the department in collaboration with System Director of Facilities. Develops, implements, administers, and modifies programs to maintain the physical plant, grounds, and equipment of the MedicalCenter through effective utilization of personnel and materials. Coordinates functions and activities to achieve objectives and comply with regulatory requirements. Keeps System Director informed of activities, needs and problems.

** 2. Establishes and implements policies and procedures for department operations; establishes, applies and works within standards for performance and productivity for optimum efficiency; administers the preventative maintenance program; establishes quality assurance and risk management metrics and tracks compliance.

** 3. Consults with System Director concerning department budget, major purchase priorities, renovations, and similar projects requiring significant capital budget expenditures. Prepares annual capital and operating budgets and ensures that the department operates within allocated funds. Maintains appropriate and accurate fiscal records.

** 4. Interviews and recommends hiring of employees. Orients/trains, assigns, schedules, directs, and supervises department staff. Reviews personnel performance and initiates appropriate action such as wage increases, promotions, transfers, disciplinary action, and termination. Investigates irregularities and policy violations and takes appropriate corrective action.

** 5. Reviews, evaluates, and monitors department practices and quality of work and affect changes as needed. Promotes good employee relations and solves departmental problems.

6. Develops and maintains job descriptions for departmental personnel in collaboration with the System Director of Facilities and HR. Provides in-service and continuing education for department staff. Promotes and encourages professional growth and development of personnel. Promotes intra and inter departmental cooperation. Participates in union negotiations as appropriate and administers labor agreement and settles grievances.

** 7. Ensures compliance with Medical Center and departmental policies, procedures, standards, requirements, and regulations along with the codes and standards of local, state, federal and other applicable regulatory agencies. Updates practices, policies and procedures as needed to remain in compliance. Routinely inspects buildings and grounds to ensure conformance.

** 8. Directs and maintains plant and engineering capability of MedicalCenter. Develops systems for control and efficient and effective utilization of all utilities including gas, fuel oil, water, and electric.

9. Works with utility companies, city and state inspectors, and insurance companies regarding functional activities as appropriate. Participates in insurance inspections and claims.

** 10. Maintains computerized maintenance system (CMS) inclusive of preventative maintenance schedules and prioritizes repair and maintenance work to minimize disruption of Medical Center operations. Provides guidance for development and implementation of Medical Center equipment inventory control program that will meet standards of all regulatory accrediting and licensing agencies to ensure a safe and secure environment.

** 11. Plans for major repairs and renovation. Investigates needs for repairs in collaboration with Administration and relevant Department Heads. Periodically inspects buildings, grounds, and power plant. Evaluates condition and needs and recommends corrective action.

12. Maintains life safety drawings inclusive of information regarding fire doors, dampers, etc. Maintains additional drawings, specs, and submittals in collaboration with the Project Management team.

** 13. Works with professional consultants in areas of facility planning, engineering, and management. Makes recommendations on major repair and construction projects to be done by outside contractors or Medical Center personnel.

14. Maintains adequate reference library of manuals and texts accessible to departmental personnel.

** 15. Participates on Medical Center committees as appropriate.

** 16. Maintains professional growth and development to keep abreast of the field. Maintains professional affiliations, attends outside conferences, seminars and confers with industry peers.

17. Is responsible for attending all annual mandatory educational programs as required by position. 18. Employee understands and demonstrates the importance of satisfying the needs of the customer/patient by interacting with him/her in a friendly and caring way, being attentive to the customer’s needs, both psychologically and physically, and by taking the initiative to maintain communication with the customer in order to provide a secure and pleasant experience with the MedicalCenter. 19. EDUCATION:

Bachelor's degree from an accredited school of civil, mechanical or electrical engineering or equivalent education/experience. Licenses as required. P.E. registration desirable. Formal business/management training preferred. Master’s Degree preferred.

EXPERIENCE:

Previous Department Head experience in hospital facilities management and engineering including significant supervisory and construction experience. Comprehensive knowledge of relevant standards and codes, and requirements of regulatory and accrediting agencies; demonstrated experience with:

  • Selection and implementation of automated preventative and corrective maintenance tracking system.

  • Implementation of cost containment and efficiency improvements including downsizing and reorganization.

  • Development and implementation of productivity measurement/monitoring systems.

  • Development and implementation of customer satisfaction measurements.

CARDIOPULMONARY RESUSCITATION (CPR) REQUIREMENTS:

No CPR required.

PHYSICAL DEMANDS:

Repeated bending, squatting, stooping. Prolonged standing and walking. Climbing ladders and scaffolding. May be exposed to hazards from use of electrical mechanical and/or power equipment.

EXPOSURE CATEGORY:

Category II. Tasks that involve no exposure to blood, body fluids, or tissues. But employment may require performing unplanned Category I tasks.
