Natives of Kodiak Environmental Scientist-Air Quality Specialist in Fort Rucker, Alabama

We have an immediate need for an Environmental Scientist (Air Quality Specialist) to support the environmental training staff located at Fort Novosel, AL. The Environmental Scientist will be responsible for the day-to-day operations of the air regulatory program, and to assist with on-going environmental training of installation personnel. The primary tasks involve ensuring compliance with federal and state air pollution regulations, and the requirements of the Fort Novosel Title V major Source Operating Permit.

Essential Functions:

  • Building and maintaining professional relationships with government and contractor personnel in order to foster the free flow of communications regarding environmental and training responsibilities.

  • Create and submit air permit applications to the Alabama Department of Environmental Management (ADEM) in accordance with applicable regulations and timeliness standards which includes:

  • Continuous tracking the permit status of new and existing air emissions equipment, fee payment, authorizations to operate and eventual transition of individual permits into the Title V Operating Permit.

  • Create and submit TAO requests for newly permitted sources.

  • Track air program compliance with federal and state regulations, and to create and submit various reports to ADEM and the Environmental Protection Agency on a periodic basis in accordance with regulations and timeliness standards to include:

  • Part 63 Boiler MACT Bi-annual and Five-year Maintenance Reports

  • EPCRA TRI and Tier II Reports

  • Subpart GG Semi-Annual Notice of Compliance Reports

  • Title V Semi-Annual and Annual Reports

  • Submit Title V applications 6 months prior to permit expiration date.

  • Review draft Title V permits to track all changes.

  • Submit Title V updates to be included in the Title V permit as needed.

  • Achieve and maintain EPA Method 9 visible emissions (VE) certification.

  • Periodically inspect air emissions sources throughout the installation and to assist as needed with overall quarterly and/or annual environmental inspections/audits.

  • Track and determine acceptability of chemical materials to be utilized on the installation with regards to compliance with various regulations to include creating and maintaining monthly reports of a subset of those materials.

  • Perform quarterly environmental training tasks to include assisting with participant registration, performing in-person or virtual training utilizing power point presentations, creating certification sheets and recording and tracking participant certification status.

  • Perform Environmental Awareness Training as requested for the DoD Air Safety Officer Course and Ground Safety Officer Course.

  • Assist as needed in processing environmental samples to ensure they are shipped appropriately to the laboratory.

  • Assist as needed with various forms of environmental sampling.

  • Assist in annual data collection and reporting of chemical usage and storage information in accordance with the requirements of the Emergency Planning and Community Right to Know Act (EPCRA).

  • Additional tasks as deemed necessary and prudent by KGS or Fort Novosel Environmental and Natural Resources (ENRD) management.

Required Qualifications:

  • Bachelor’s degree in the physical or natural sciences required. A degree in Environmental Science, or related is preferred.

  • 2-4 years of relevant work experience.

  • Strong written, verbal, and interpersonal communication skills are required to develop and maintain relationships with clients, internal staff/departments, and outside agencies.

  • High level of professionalism and discretion with sensitive data.

  • Strong working knowledge of Microsoft applications (e.g., Excel™, Word™, PowerPoint™, etc.).

  • Strong attention to detail, and organizational and analytical skills.

  • The average salary range for this position is between $60,000 to $70,000 and will be based on factors such as experience, education, and geographical location.
