HHPC supports multiple NASA programs including the International Space Station, Orion, Human Research Program, Gateway, Human Landing System, and Commercial Crew and Cargo programs. Services provided under this contract are flight hardware and software requirements definition, design, fabrication, testing and operations, and payload and hardware integration.SUMMARY: HHPC’s Human Systems Engineering and Development (HSED) Department, flight hardware engineering team is looking for an energetic and dynamic project manager who will represent the contract as a contact point for projects involving the development of flight hardware and software for JSC programs and offices. This position will require the candidate to lead teams, initiate and participate in project planning and development, monitor project progress by setting deadlines, solve issues, manage budgets, ensure stakeholder satisfaction, meet milestones, and review project performance throughout the entire life cycle. This role requires a disciplined self-starter with strong organizational, time management, comprehension, and communication skills.The purpose/function of this position is to provide project management and oversight of technical teams performing development activities for integrated Crew Health & Performance data handling software for the Human Health and Performance Contract (HHPC)/ Human Systems Engineering & Integration Division (SF). This is ground software and testbed development as capability definition for a later flight technology demonstration. This position will lead the project through the full life cycle including requirements and verification development, design, development and test, project and product reviews, and safety reviews.Typical job functions include but are not limited to project planning, defining and maintaining project schedules, developing and managing project budget, leading reviews, reviewing requirements and verifications, conceptualizing methods of operations, reviewing trade studies and assessing design, and assessments of implementation options. This position will be required to perform integration across the majority of engineering disciplines (systems engineering, project engineering, design and fabrication, and test and integration) regularly. The position will require the ability to allocate tasking, status technical, budget, schedule, and risks. Presentation of findings, reports and status is completed routinely including to both contractor management and the NASA customer at the Johnson Space Center in Houston, TX.This position requires analyzing program activities such as acquisition planning, financial management, cost analysis, management techniques, documentation requirements, or network analysis. This position requires exhibiting capability in preparing and utilizing databases for cost analysis and financial management and being able to compile and revise budgets against actual performance provide proper financial decisions. Aids in developing and implementing strategies to achieve program objectives safely and within agreed time, cost, technical, quality, and other performance criteria. Support the customer program manager in executing their mission as single point of integrative responsibility needed to ensure that everything in the program is managed effectively to ensure a successful project outcome. Works independently, with guidance in only the most complex situations.

DUTIES & RESPONSIBILITIES• Lead and/or facilitate all phases of the project: feasibility, design, procurement, assembly, integration, test, sustainment, etc., including an onsite JSC software development/test facility• Lead a technical team to complete deliverables/products on time and within budget• Manage expectations and communication with stakeholders, including organization and/or attendance of regular meetings with HHPC and JSC personnel• Perform execution, management, and collaboration of project procurement activities, which includes preparation and negotiation of statements of work, change orders, and invoices with subcontractors and vendors• Provide oversight, guidance and collaboration with HHPC internal stakeholders, external subcontractors and vendors to ensure they are staying within project scope, budget, and schedule• Develop, track, and manage project cost estimate, budget, statement of work, risk, and schedule for all projects assigned• Develop and document a detailed engineering project, including overall plans, schedules, requirements, testing, and verification/validation products• Provide oral and written status to both contractor management and the NASA customer, and interface with NASA at Program Level as needed• Lead and/or facilitate identifying, managing, and communicating project risks and mitigation strategies• Responsible for compliance with Safety, Health, and Environmental plan; must be committed to a high standard of safety and be willing and able to comply with all safety laws and the Company's safety policies/rules• Responsible for compliance with the Quality Assurance plan, policies, and procedures• Responsible for completing and remaining current for all assigned training• Participate in ISO9001/AS9100 Audits

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education & ExperienceREQUIRED:• Bachelor’s degree in engineering or related field with 15 years of related experience.• Previous working experience with NASA or a NASA contractor.• Experience with Flight Hardware Development processes as outlined in SA-014/EA-023/EA-025• Experience with NASA or DoD Work Instructions• Previous experience with Human Systems Engineering such as human factors and designing for the product end-user• Technical, functional, and/or project lead experience in a technical field• Cost account management experience and reporting• Experience leading negotiations with contract/vendors and completing procurement• Excellent written and oral communication skill including presenting information to customers• Experience and understanding of configuration management for documentation and hardware/softwareDESIRED:• Project management experience (inc. development and management of schedules, project planning, risk identification/mitigation strategies)• Experience in a technical field with aerospace or software/software architecture experienceSkills• Ability to multi-task, work independently with minimal supervision, and make and communicate the rationale behind key decisions in a constantly evolving fast-paced work environment• Ability to work in a team environment• Excellent communication skills, verbal and written• Excellent organizational skills, detail oriented, able to juggle, prioritize, and keep track of multiple tasks and projects• Must have a “can do” attitude – no job is too big or small, be a problem solver• Results-oriented personality with a creative approach to problem solving• Self-starter; proactive about learning and motivated to take on additional responsibilities over time• Strong interpersonal skills, including the ability to integrate quickly into a small team and represent the company with integrity
