Los Alamos National Laboratory ES-UI Nuclear Facilities Engineering Team Leader (Nuclear Facilities Engineering Manager 3) in Los Alamos, New Mexico

We are seeking a seasoned, customer-oriented engineering team leader to guide our accomplished team of high voltage transmission & distribution engineers! We're seeking candidates with utility-scale engineering leadership experience and who have a clear vision towards implementing industry best practices within the LANL environment.

Engineering Services Division partners with Operations, Maintenance, and Projects to provide facilities and equipment for the Laboratory's science and national security production missions. Engineering Services Division enables work spanning the majority of Laboratory Directorates.

Within Engineering Division, Utilities & Infrastructure (ES-UI) seeks a Nuclear Facilities Engineering Manager 3 to serve as the Power Team Leader. In this role, you will report to the Engineering Group Leader and be Responsible Line Manager for approximately eight to fifteen engineers, engineering technologists and related staff. The Team Leader ensures compliant engineering documentation is provided to adequately scope, install, maintain, and start up institutional utilities and infrastructure supporting the LANL mission.

As the Power Team Leader, you will (list is not all-inclusive):

  • Direct the Energy and Utilities Management Improvement initiatives and direct engineering staff to accomplish the tasks necessary to achieve success.

  • Provide technical expertise and system engineering support for high voltage (115kV), medium voltage (13.8kV and 4.16kV), and various industrial control and SCADA systems.

  • Manage power, instrumentation and control, and SCADA system engineers to support Operations and Maintenance.

  • Ensure the overall safety and security of the team.

  • Lead the effort to develop and maintain working system models.

  • Perform Facility Design Authority Representative (FDAR) functions for utilities, when qualified.

  • Lead continuous process improvement initiatives for the UI organization.

  • Lead annual System Health Report development and presentation to UI management stakeholders.

  • Participate in UI Project Council and forecasting future funding needs for proposed projects.

  • Participate in UI Duty Officer on-call rotation.

  • Participate on the Electrical Safety Program as a Committee Member, Subcommittee(s) Lead, and Electrical Safety Officer (ESO) on behalf of UI.

  • Lead the Cyber Security initiatives for UI, and identify, track, and mitigate cyber threats with a graded risk approach.

  • Lead the overall Asset Management Program for UI's electric and ICS equipment, facilities, and other appurtenances.

  • Participate in the Group Engineering Management team and interface with other groups in Engineering Services for mission accomplishment.

  • Direct Group Activities as Acting Group Engineering Manager when the Manager is absent.

  • Screen, hire, train, and develop employees.

  • Manage employees' assignments and deliver engineering products in accordance with priorities.

  • Develop goals, conduct performance reviews, and initiate performance improvement and personnel actions when warranted.

What You Need

Minimum Job Requirements:

This is a management position within Engineering Services Division, ES-UI. Proficiency and experience in meeting customer requirements while ensuring quality and compliance are integral to success. Accordingly, this position requires:

  • Advanced technical knowledge and experience in system engineering, design, maintenance,

  • and configuration management programs, including Design Change Implementation, and Maintenance Implementation in the electric utility industry.

  • Project management experience including the ability to lead, monitor and troubleshoot project performance and bring projects to a successful conclusion.

  • Demonstrated experience in tactical leadership and management, technical direction/goal setting, financial planning, and budgeting.

  • Experience in the development of technical basis for financial planning.

  • Successful interaction and communication with all levels of personnel.

  • Knowledge of various modeling tools for the electric System, as well as programming tools for ICS devices and SCADA systems.

  • Organizational and Strategic Agility - demonstrating a broad knowledge and perspective; the ability to change direction quickly to achieve results that are in the best interest of the organization.

  • Proven ability to build and maintain strong relationships with customers and stakeholders throughout the organization and ability to influence using strong negotiation skills and tactfully navigating through challenging issues.

  • Must be a strong team player who recognizes how their decisions may impact others and seeks input from other stakeholders across the organization.

  • Knowledge/understanding of electrical utility codes and standards.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A professional license (PE) in an engineering discipline from a recognized licensing board preferred.

This position may be subject to DOE Order 426.2 Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the position can successfully perform the requirements of the job.

Desired Qualifications:

  • Knowledge of cybersecurity and how it applies to a utility setting.

  • Experience with NERC Reliability Standards and Compliance Programs.

  • Proficient knowledge of the National Electrical Safety Code (2017 or later) and OSHA 1910.269 Electric power generation, transmission, and distribution.

  • Advanced knowledge of Electrical Safety principles and practice.

  • Strong technical experience in high voltage, utility-scale power transmission & distribution systems design, modeling, analysis, operation and maintenance

  • Advance degree in engineering, management, or business

  • Current NCEES registration as a Professional Engineer

  • Knowledge of LANL Engineering Standards and Conduct of Engineering requirements.

  • Previous Department of Energy or Department of Defense experience with facility operations, engineering design, project engineering and project management

  • Active or Previous Q Clearance or DOD Secret Clearance

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
